Data for YBa2Cu3O7 doped with Tb, Pr, and Ce are interpreted in terms of (i) superconductivity in the BaO planes (not in the CuO2 planes), and (ii) the behaviors of YBa2Cu3O7 when doped by Tb, Pr, or Ce.
